Strange creature

I've seen this thing twice, each time not deep, at about 2 meters. There was a hole in the ground, and many white threads going out of it. Threads were moving and I was reluctant to come closer because they could have been poisonous. Google search did not reveal any meaningful results, excepts for similar threads may come out of sea cucumber when it is distracted, they are indeed poisonous but not as long.
