What should I think if I received the following quote from a contractor?
$8000 - digging a hole in a front-yard and filling it back with ground.
$1500 - renting equipment to dig a hole in a ground
$300 - paperwork with a city to dig a hole in a ground
$150 - work replacing a part of a pipe in a hole
$50 - pipe and fittings cost
Total - $10000, landscaping is not included.

It is not a joke, the wording in a quote is slightly more complicated, and the numbers are not 100% match with above, but 98% !!!111

Shop around.

OTOH, prices these days are really crazy.

I'd also ask the city if people need a paperwork for digging for a pipe replacement.

What pipe is it? How deep is the hole?

Yes, shopping around is a good idea, even the contractor suggested the same.

Its a sewer pipe offset, 14 feet below my front yard. Contractor told one needs a permit for digging below 10 feet here.

In this case, I'd surrender. 14 feet is not a joke. You don't have an insurance for such a case? But still, shop around first.

Говорят 4 метра глубоко копать, 2 дня понадобится. И больше одного человека - один копает, один крепит, и потом один трубу меняет.

Какой однако знакомый проект... и цена в общем то стандартная... учитывая, что без дорожного покрытия, вроде как дороговато, но с ковидной наценкой таки похоже на правду.

Разве что попробовать поискать ребят у которых есть оборудование "вырыл одну дыру, продащаил расширительную чушку, просунул новую трубу". Эти иногда бывают дешевле.

Посмотрел число.... понял, что тут скорее стоит спросить "чем закончилось".
