Iran more advanced than Russia?

Here are stats for Iran: 42,000,000 Internet users on Sept 30, 2012, 53.3% penetration.
compare with
this stats for Russia: 61,472,011 Internet users as of Dec.31, 2011, 44.3% penetration.
One may argue that comparison is not fair, and one year ago Russia scored better. I found 1 year old data in KPCB trends report, Iran was still ahead.
Other interesting data from the same source: Iraq and Jordan are the only countries where 100% of internet users use facebook :) Chile and Venezuela are close.
