After studying 3 semesters my wife had found out that she only has one attempt to re-take a failed exam. For example, if she fails a single exam after studying three years and fails the first and only attempt to re-take it with the same teacher, she gets expelled and then she is not allowed to study same subject in any other German university.
Strange enough, most universities in Germany have more relaxed rules, and so do all other faculties at LMU.
Sounds a bit harsh? In soviet education system we had two attempts, second one involved a committee of several teachers not just one with whom a student failed twice.
Failing an exam is relatively easy: there is no time for preparation as exams are typically scheduled one or two per day for couple of days without any pauses. It also helps that for some of the exams the questions are formulated so they contain a simple logic inference problem akin to IQ tests. So student has about 40 seconds to understand the question, recall an answer, solve a simple logical puzzle and write correct answer.
