However in this particular case I do believe in "good tzar, bad feudal" concept. I don't see any sense for Putin and Medvedev to make things worse for them overall by winning few extra seats for the party they control. However it makes perfect sense for their subordinates, because of Parkinson's law.
In either case (whether my hypothesis above is true or not), state of Russia is ruled by a couple of either weak or wicked.
