Here in Germany, the German phrase I use most is "Schprechen Sie Englisch?". If a person knows few English words, just enough to understand me she always answers "no". If a person speaks decent English, she answers, "yes but only a little bit".
In New Zealand it was different. When my wife had asked people if they speak French (first few days it was difficult for us to understand local accent, so she hoped there could be people who speaks French if not Russian :), then if even a person can recall few French words because she studied it in a high school, she still heard the reply: "Yes I speak French".
