Why not outsource to New Zealand.

The reasons are English language, decent education system, smart government and favorable tax system. I've also consulted several high tech startups recently so it is still flourishing, though I think it is not nearly as cost effective as it used to be (US/Euro, etc).
Now and on New Zealand Government offers 15% R&D tax credit. (I suspect that will make shareholders of my current employer more happy next year) Only New Zealand companies are eligible (not MNC branches), but I bet business will find a way to circumvent this.
I am paid the same wage after taxes as I was paid in St.Petersburg (though my position in St.Petersburg was a bit higher and taxes were a bit lower). Office rent in Auckland is cheaper then in St.Petersburg, let alone Moscow. If you add 15% tax credit bonus (which is being paid by cash if company looses money), you will see that R&D here could be cheaper then in Moscow or St.Petersburg, let alone cultural and language benefits.
P.S. And as a bonus, one could enjoy a lot of great kiwi activities when she flies to her team in New Zealand :)
