Russian beurocrats should learn from Egyptian civil servants

My colleague who has Egyptian passport just told me how long it takes now to get a new passport if current is stolen.

Guesses, any one?

10 days if stolen abroad, 3 days other ways. And this is in a country without a leader! We have two but it does not help...

If my passport gets stolen I would consider me lucky if I would get a new one in less then 3 months...
